興隆公共住宅E基地 Xing Long Public Housing–Site E

Located on the west side of Lane 54, Section 2, Muzha Road in Wenshan District, the site was originally part of the Ankang Community. Built in 1960, the community now faces an aging population and deteriorating buildings, with public facilities and activity spaces severely lacking. Although the community sits adjacent to Taipei’s second largest park—Muzha Park—residents have limited access due to a height difference of more than four meters between the park and the community.

Site E can accommodate around 300 residential units. The ground and second floors house a community lobby, a kindergarten, a skybridge, and an activity platform. An eco-skybridge connects Muzha Park to the E base, establishing a network of circulation and communal platforms for residents. Meanwhile, the terrain is used to organize the ground-level public spaces in three dimensions, seamlessly linking residents’ activities with the park’s facilities. Through landscaped open spaces, corner pocket parks, and large stairways integrated with walking paths, the E base is woven into the surrounding community spaces and activity patterns.

To foster a sense of community within these high-density, vertical residential units, every 30 or so units share a three-story-high atrium garden. There are a total of nine such gardens; the original plan was for them to be physically connected, but they are now linked visually only. The atrium gardens not only provide natural ventilation and daylight, but also serve as spaces where residents can help, share, and learn from one another. These gardens are key to cultivating a sense of community and are intended to promote ongoing social interaction, mutual learning, and collective growth among residents.

位於文山區木柵路二段54巷西側，原為安康社區的一部分。安康社區興建於1960年，目前居住人口老化，建物老舊破敗，公共設施及活動空間嚴重不足。社區雖緊鄰臺北市第二大公園——木柵公園，但因公園與社區之間高差達四米以上，造成居民少能使用公園活動。

E基地共容納約三百戶住宅單元；地面層與二樓設置社區大廳、幼兒園、空橋及活動平臺。架設一座生態橋，連結木柵公園與E基地，藉此架構出社區居民活動的網絡與平臺，並利用地形將底層的公共空間做立體化配置，將居民的活動無障礙地與公園設施連接。透過綠化的開放空間、街角小公園及大階梯結合散步路徑，與E基地周遭的社區空間及活動紋理串聯。

為在高密度垂直化的住宅單元中產生聚落感，每三十餘戶住宅單元共享一座中庭立體花園，挑高三層樓。這樣的中庭花園共有九座，原計畫是可以相連，目前僅剩視覺相連。中庭立體花園除了可產生自然通風與良好採光外，此中庭立體花園亦為社區居民互助、共享並相互學習的場所。它們不僅營造社區感，也期待結合社區的活動交流，啟動社區的再教育與學習成長。
